The tangled web of college financial aid. What to do with money grandparent’s have provided.?

My daughter’s grandparents provided a certificate of deposit for her college expenses in the amount of $30,000. This CD is currently in the grandparent’s name with me as beneficiary. Looking at the financial aid game for college expenses should we cash this in and put it someplace else such as a 529 plan? It seems those that have managed to save some for college are penalized when it comes to qualifying for financial aid. Thanks so much.
