iam in high school and many schoplarships say this (enrolled or plan to attned a 2 or 4 yr college or university) … so can i still apply when they say this ?
You can apply if you’re planning on going to college, if you’re not planning on going to college than there’s no point in applying. Those scholarships are usually aimed at high school Juniors or Seniors who are preparing to apply for college soon.

Absolutely. The sooner you apply, the better since competition for scholarships is stiff.
If I were you, start joining different clubs, participate in extra-curricular activities and try to assume any leadership position in your school. It wouldn’t hurt if your very last term in your High School reflected your highest grades ever.
Scholarship providers like these kinds of things so it is best to boost your value as a student.
